The earliest perpetual

Imagine you are looking for a quick draw (as is your opponent), but you are playing under the Sofia/Corsica/No agreed Draws before move X rules. From the starting position, what is quickest way to draw by perpetual check? (NB Both sides have to co-operate to get to the position, and if you did it in a real game, you would run the risk of a double default!)

Benko Gambit you can claim at move 17, but it is forced before that.
1. d4 Nf6

The quickest I can come up with is:
1. e4 e5
2. f4 Qh4+
3. Ke2 Qg4+
4. Ke1 Qh4+
5. Ke2 Qg4+
6. Ke1 write down Qh4+ and claim draw

Perpetual check is a tactic, rather than a rule of chess. The applicable rules are threefold repetition of position and the 50 move rule. So I'm not really sure how to go about answering this question. Does the "perpetual" have to be 100% forced, i.e. unavoidable with legal moves by the player being checked?

To be honest it was a strange question. On the one hand the repetition was forced (eg the opponent could not stop it), but before that, the two players had to co-operate to reach the position.
The answer I had was 1.f4 e5 2.Kf2 Qf6 3.Qg3 and Black can now force a perpetual with Qxf4+
