FIDE have released a whole raft of documents that will be discussed at the upcoming FIDE Congress. While most of the documents are fairly routine, there are a couple of ones worth reading. The audited accounts for 2010 are there, with the big dollar item being 900,000 euros in legal fees (the stoush over the 2010 election being the cause). Also listed are some financial proposals, as well as changes to the Swiss Pairings Regulations.

It is worth noting that as this is a non Olympiad year the FIDE Congress will only have meetings for the various FIDE Commitees and the Executive Board. This means that federations do not have delegates at this Congress (only when the General Assembly meets). However Zonal Presidents are members of the Executive Board, so Oceania Zone President Brian Jones at least gets to vote on behalf of the region. Of course if a Federation (like PNG) has members on the various FIDE Committees, then it is still worth sending someone along.

Thanks for drawing attention to this meeting and to Anonymous for drawing attention to 33D. Does this have a serious chance of passing, Shaun? This seems to us in Ireland too ridiculous even for FIDE. (And nobody on the Irish Chess Union executive had an inkling of this until I saw it here and forwarded it.)
Basically there is a two stage process. Each of the commissions deal with the proposals before them (the Proposals under 33A-R belong to the Events Commission). If they are approved by the relevant commission, then they are forwarded to the Executive Board for a vote. Even then, such decisions can be reviewed by the General Assembly (which meets next year).
Even if 33D makes it out of commission I can't see the executive board passing it.

I see that a poster in a place of ill repute has interpreted Shaun's comments about Delegates mischievously. I would suggest, for starters, that anyone else of similar mind acquaint themselves with the entitlements of member countries a little more carefully - voting entitlements are not the only entitlements that are recognised.
Don't worry Kevin. At some point in the near future, I'll probably beak my own rule on blogging on ACF matters, and do a post explaining all I know about this topic. (Of course people can email me directly for an explanation).
Once people have emailed Shaun for the explanation, could they email me Shaun's explanation so that any inexplicable parts of it can be unexplained? ;)

Of course any inaccurate or incomplete comments on a blog can often be corrected on that blog in comments, but by that stage they're typically sparking a feeding frenzy of silliness and abuse among the usual suspects elsewhere, who aren't too good about reading or correctly construing any rebuttals.
