When FIDE publish the minutes of the 2013 Congress, you should at least look at the minutes from the Qualification Commission meeting. All I will say is, G/60m FIDE rated chess, coming to a tournament near you!
**Update: Looks like this one lasted as long as it took FIDE Executive Board to see it, at which point it was kicked into touch! **

Oh no... great for more reasonable tournaments within time constraints, but going to be so bad for my FIDE rating. :) --> Time to learn some openings so I can move faster...

Updated news: Wiser heads (FIDE EB) have prevailed. It seems to have now been shot down.
