For those that have an interest in things, the Agenda for the 2014 FIDE Congress has been published on the FIDE Website. As is normal, there are a number of papers from each commission, as well as proposals from Federations. It is worth having a read through at least some of them, as they provide an insight into the workings of FIDE. Apart from the commissions I am a member of (Rules, Anti-Cheating and Swiss Pairings), I found the Ethics Commission report interesting, and the Verification Commission significant (if you are of a business mind)
